Create user level access to who can create or edit Views

Hi,We are looking for a way to grant user level access as to who can edit or create a view above the standard catch all Role based option. Currently this is a Role setting and all members of a role can read or edit all the views or no views at all. It would be great for a way to to control per views permissions.
