Web Service Call to Disable Task Scheduler

Can we implement a web service call that disables /enables the Task Scheduler?
This is useful in clustered environment where nodes are added or removed dynamically.
Disable and Enable if you would.

This is now handled automatically with 'Auto Task Delegation', part of DYNAMIC or REPOSITORY clustering modes. More can be found on these clustering types here.
Because of this, we are not planning to implement a web service of this type.
