Add a Warning configuration for Broadcast interval

Hi Team,

Currently there is global configuration to set Minimum Broadcast Interval which prevents user from scheduling broadcast less than configured interval,

Similarly we need a warning mechanism which will warn user from configuring the broadcast less than defined period.

This requirement is because the available config option is like hard stop for user which cannot be bypassed, But few use-cases does require setting up low frequency broadcasts. So we need a mechanism where user will be warned but also he can bypass the warning and go ahead with Schedule.
