Turn off DATABASECHANGELOGLOCK record

In 8.0 a new feature was implemented that would insert a DATABASECHANGELOGLOCK record, to assist with running updates on the table in isolation during an upgrade or startup.
We ran into an issue where the row was inserted and not cleared, forcing us to manually remove it.
Can we stop the record from being inserted in the first place.
