Text on Report Editor confirmation dialog title is encoded instead of passed through

There's a low key encoding bug on title window of the report editor confirmation dialog title. I've attached an image.
it's almost like a $ sign used in a report title was a way to encode a report title for dynamic text? I could be wrong.

It is worth noting that this is specific to the $' combination. If you do not have the ' then the $ will show.
