Scale setting for Manual, Automatic and Range at Horizontal level

We would like the option to have the scale setting for Manual, Automatic and Range at Horizontal level...

This relates to my findings with Scatter Charts:

Auto Chart

This works good and removes the unwanted "white space" however, this does not allow you to use Labels.

Scatter Chart

This chart produces the unwanted "white space" and also gives us the option of Labels, however it does not give us the option of having the Scale setting for Manual, Automatic and Range at Horizontal level.

NOTE: This is available within the Vertical setting.

As stated, the only way to make this visually appealing, is to set the lower bound within the horizontal settings hence the reasons why we want the scale options at horizontal level.
