Report setting to stop it from exporting to file

Can we have an option at the report level to stop a report from being exported to file, such as PDF, CSV, XLSX etc..

There are currently role settings for this, but we want an option a the report level, so that no matter what your role is, the report can never be exported (unless an admin logs in and changes the report security).
