New install doesn't have "create report" functionality

Hi,
I just installed a new build yesterday and I don't have the ability to create reports. As per earlier issues, I did check "Content Settings" but didn't have the ability to change "User Permissions.

You will need to first create a
content category and Subfolder so that you can save a report. Once you
create the content category and subfolder, you may need to logout and log back
in to see the create report option. Refer product documentation on steps to create content category and subfolder.

We can enable/disable this option by navigating to;
Administration > Admin Console > Roles >
Select the User in question.
Within this option select General and navigate to Report Access. This will then give you options to; Create, Read, Update and Delete.
We need to have the "Create" option ticked so that you can then create Reports.
See image below;

I checked that setting. It was correctly set at first. I toggled off the report functionality for the System Admin role, Saved those settings, and returned again to toggle them back on.
No change, still don't see ability to create reports.

I tried all this by the way - did not work. Had to enable the top menu. Side menu is not working properly.

-Was this a fresh install? Upgrade?
-What version/build was installed?
