Link Co-Display Child report's filter to Parent Report field

When a Co Display child report’s filter is linked to a Field (not Filter) in the Parent report…YF says :
“Parent report does not have unique values on linking fields.
One or more Co-Display reports will not be available."
Is this a bug or expected behaviour?

no this is not a bug, and an easy way to prove it is to create a parent report that actually returns a unique value (in the below example, "North"), then link it to a child report's filter and you'll see that you don't get any error message:
