Importing Linked Filters without attached reports

Can it be made that Dashboards with Linked Filters are include the Linked Filters even if the attached reports are not included in the import? Perhaps set up a workflow to re-attach the filters on import, or edit them after importing. Maybe try to detect if the reports exist in the target instance and try to link those, or offer a workflow to link them.
