Why do I see 'Requires Approval' on the views?

This is all done via the content folder security under Admin > Content Folders.
Essentially you are specifying a user/group that has access to publish content to a folder. So if anyone else tries to activate an object there, they are forced to ask for approval.
While waiting for approval, the object is in a draft like state, so it cannot be used by other users.
