Allow the same export character sets when exporting via CSV

Hi,

Currently we have the option to be able to export to a CSV and specify the character set, however when we do this via a broadcast, then the same options as per the Export are not available.

It would therefore be great to be able to select the same options when setting up a broadcast (to CSV).

This is important to us as currently we have Japanese characters in our dataset and when we use broadcasting and attach using CSV the characters come out all garbled.
