Add Role permission for Private Reports

We would like to be able to be able to turn Private Report creation on or off for a particular user role, the same way we can with Public Reports.

I think it would be a useful feature as in my experience it is a good idea to have full visibility of all reports in the system, especially from junior/less advanced users. It means that senior users and management can easily find the source of information without having to ask for it to be shared or have to recreate them.
This is especially pertinent when decisions are made on data. whose provenance and accuracy cannot be easily verified
