Add CRUD Functionality to Content Folders

Imagine I am a regular user who created a report and wanted to share it with my colleagues.
This would be easy to do if I could save the report to a shared folder where everyone had only read and create permissions.
This is currently not possible with the Read/ Edit/ Delete permissions that content folders currently have.
