access filter not working properly

I've used an access filter for a client on your system. It definitely assigns the right filtering for users:
However it doesn't seem to be working at the dashboard/report level!
When I log in as this user (actually an employee from our company); the records for "Work Health & Safety" do NOT appear:
And there are records in the system within this OU breakdown:
Could someone please investigate? Because Is suspect that this could be a bug in the software.

I have tested Access Filter for a user on 7.4, 20180515 build and couldn't replicate the issue. In general the Access Filter works alright.
I may need to setup exactly to your environment so that I can correctly replicate the issue.
Wondering if the Access Filter is created on the Default ORG or Client OU?
Did you use Source Substitution?
Can you please send me some screenshots of your Access Filter setup?
