Ability to hide broadcast attachment options

Is it possible to hide the HTML option when creating a broadcast:
Please raise this as an enhancement request. the ability to remove HTML from the option would help a lot since some clients have users who just create a broadcast without checking the type and the size of the report to be broadcasted, this will help us limit the options available to them.
We are currently using CSS to hide this option but since HTML is the one selected by default, this is not helping.
