Allow users without Folder Access to move content between folders

Hi Chris,
It is true that when I disable 'Folder Access', our users are not able delete the folder anynmore, but they are also not able to drag and drop the content from one folder to another..
I want my users to be able to drag and drop content, but not delete any folders.
Any solutions for that?
