Allow roles to configure whether a user can send personal or public broadcasts

Is there a way to turn off the Personal Broadcast only? The customer only wants the Broadcast option visible. We could not find a corresponding option.
Then when we create a broadcast with our system admin role we see two content types, pdf & content link. When using a user with another role we only see the pdf option. We would like to see both but can not identify the right role option to set.
