User "Wait?" Prompt when executing a report. Is there a threshold you can set before this happens?

The YF portal will ask the user if they wants to wait for a report to execute based on an unknown set of criteria behind the scenes. What is that criteria and is it configurable? It is coming up for reports that ultimately finish in 20 seconds. How can I prevent this?

yes it's configurable in the web.xml file and the parameter you are looking for is called the ExecutionQueueInitialWaitTime as explained in the following wiki page:
