Problem with Access Filters

HI,

I had created 2 users with specific roles. and assigned them with access filters.

for example:

User 1 = 'country1'

User 2 = 'Country2'

here User2 is system admin.

So when I tried creating report with user 2, I am able to see all the country data instead of the data which i filtered. even for user 1 also It is happening the same.

let me know where i am doing mistake. Please help me out in finding the same.
