E.g. If I re-size the browser, or on a mobile device, the UI changes to scale?

At this very point in time, 7.3 is now fully UI responsive.
Though there are some pages that are. ie. View and Report builder pages.
The plan is to continue to work on this and have 7.3 fully UI responsive within the year.
