Filter formatting - Entry style

Hi Team,

In Filter formatting -> Entry style -> there are two option (Manual User Entry, Values List Selection), but for some users can only see the first option (Manual user entry) and some users can see both for the same report. Could you please clarify which option should i check to fix this.
