Borders on cross tab reports do not display correctly

Borders do not correctly display when implementing cross tab reports with multiple metric rows.
Replication steps:
- Columns: Booking Step
- Rows: First Name, Profit Margin (Sum), Invoice Amt (Sum)
- Apply thick black borders to each row.
