Allow Header and Footers to fill width of PDF export

When attempting to create a Header or Footer for Report exports that spreads the width of the page, there is a left margin that is unable to be overwritten by content placed in the Header and Footer styling.
Is it possible to allow Headers and Footers to fill the width of the pages?
I like this idea
