Add the functionality to filter by UserID to the getAllUsers webservice

Currently we are only able to filter users selected by email, as mentioned in the documentation here: https://wiki.yellowfinbi.com/pages/viewpage.action?pageId=20709722
The use case is; We are looking to be able to use the getAllUsers call along with filtering by UserID to insert, update, or delete use
I like this idea
