Add a universal language toggle button in the UI

Hi,
I would like to request a feature where users are able to toggle languages by clicking a universal button that appears everywhere in the UI, rather than having to go into the region settings and changing it there. In Europe, where there are many multilingual deployments, it is important to be able to go back and forth quickly between different languages.
