Is there going to be a patch installer for v7.4 or do we need to do a fresh install and migrate all our settings and content? Didn't see one on the download site.

Hey Kevin,
Thanks for the question. You weren't able to find the updater on the download page because we haven't yet issued one! Our update installers always go through a few additional test regimens, which is why they usually get released a little bit after the standalone installers. At the moment, we're set to release the 7.4 updater in the first week or so of January. We'll have an announcement here on the Community when it comes out, so stay tuned for that!
