Repository Cluster management had too many JOIN attempts and become singleton

We have setup the Cluster Management with two server, using Repository method.
We have already added the content in web.xml and even added JAVA_OPTS="$JAVA_OPTS -Djava.net.preferIPv4Stack=true" in Catalina.sh
However, when we start the service, the JOIN keep timeout and it state too many JOIN attempt, becoming singleton.
We can confirm that the connection between two servers are fine, ping and telnet are going smoothly.
Please advise the root cause of the issue and anything that we can look at. Thank you.
