Sticky Not Working

I have 1 Dashboard with 6 reports. Each report is set to remember values.
The Dashboard is set to Sticky.
But the dashboard never remembers the values.

I dont have the ability to make a video.
The data stays if I am moving around through the program. When I close the program and go back it, it is no longer there. Does this make sense?
