Unable to open info.jsp

Hi all our servers have been upgraded to 9.8.1 and the info.jsp page loads fine except on one server.

We have built a test server and upgraded from 9.7.0.3 and then upgraded to 9.8.1 and cannot load the info.jsp or the resetadmin.jsp pages

The info.jsp worked fine previously

Just an added bit of information.. The only difference is we moved from a Google GCP to an Oracle Cloud. All security and permissions are the same
