Add Label formatting options on the Chart page

It would be neat to have Labels have their own Display formatting on the Chart page. We should also be able to format metrics for the axes as well as labels and tooltips individually on the chart page.

We should also stretch this to include more than just metric field formatting. We should also include more field types like date/time, integers and varchars.
