Storyboard Themes Permissions Structure

Can we rework the Storyboard Themes permissions structure? It would be nice to bring this permissions structure in line with Report Objects.

As an example, in order to allow users in a Client Organization to be allowed to edit or create Storyboard Themes, they are given the ability to edit all themes. This is a problem where we distribute a default theme from the Default Organization.

The ideal scenario would be similar to a Report, where a user could "Copy" this theme and edit it if desired.
