Exclude super users from broadcast frequency limitations

Currently there is global feature "Minimum Schedule Limit" (Older versions "Minimum Broadcast Limit"), which can allow an administrator to set the minimum frequency for all users... However, we have clients that are looking for an option where Administrator (Or any role) can be given the option to set it lower than specified limit.
I believe there is no configuration for now to allow administrators or specific users to set it.
To summarise this we have raised this enhancement to exclude super users from broadcast frequency limitations.
