Overlay chart - conditional foreground line on wrong axis

I've created a overlay chart (bars and lines) with with a conditional formatting applied to my metric of % positive. The problem is I would like to use my % positive conditional foreground line to show up on the secondary axis rather than the primary. It does this even if my % positive is set to the secondary axis.

What version and build are you on (you can find this in system information section of the admin console)
Can you send me a screen-shot of your column settings for this specific column?
